An independent quantity surveyor in Bali helps villa owners understand construction costs, assess contractor quotations and check whether payment claims reflect completed work. The right review depends on your project stage: before construction, while work is underway, or when a stalled project needs a realistic completion budget.

For an owner, the practical questions are straightforward: Is the quotation reasonable? Does the payment request match the work completed? How much more will it take to finish?

This guide explains what to request from a cost adviser and how Genevera’s three services address those decisions.

What does a quantity surveyor do for a villa owner?

A quantity surveyor focuses on the financial and measurement side of construction. An owner-appointed adviser can examine quantities, rates, scope and progress independently of the contractor’s submission. Quantity surveying can span several project stages; the exact duties depend on the appointment. WT Asia’s overview of quantity surveying and cost management describes this broader professional scope.

At Genevera, the starting point is the decision you need to make.

Before construction: review the quotation and prepare an Owner Estimate

A contractor’s total price is only useful when you understand what it includes. Two quotations can describe the same villa while allowing for different finishes, quantities or responsibilities.

Genevera’s Villa Cost Review & Owner Estimate examines the quotation alongside the available drawings and specifications. The review covers:

  • Scope: identify missing, overlapping or unclear work.
  • Quantities: compare quoted quantities with the available design information.
  • Unit rates: assess whether pricing is reasonable for the specified work and its conditions.
  • Variation order risks: highlight unresolved items that could become additional charges.
  • Value engineering opportunities: identify alternatives for discussion that may lower cost while respecting the required function and performance.

An Owner Estimate (OE) is an independent estimate prepared for the owner using a defined scope, quantities, specifications and stated pricing assumptions. It provides a basis for discussing the quotation. It is not a guaranteed contractor offer or a fixed final construction cost.

A Bill of Quantities (BOQ) is an itemised schedule of work descriptions, quantities and units. When priced, it also shows rates and amounts. The BOQ helps organise what is being measured; the OE provides the owner’s independent cost assessment. A detailed-looking BOQ still needs checking against the design.

Example: a difference worth investigating

Suppose a quotation includes 180 m² of one floor finish, while a review of the drawings identifies 150 m² for the same measured scope. At an illustrative installed rate of IDR 500,000/m², the difference is IDR 15 million.

Before calling that a saving, check whether the contractor included another area, used a different measurement basis, or allowed for waste that is already included elsewhere. The useful outcome is an explained and agreed quantity, followed by the appropriate price adjustment.

This is a fictional teaching example, not a Genevera project result or a current market rate.

A quotation review can be document-based. Its depth depends on the information available, and incomplete specifications should remain visible as assumptions or questions. For a closer look at the checks, read our guide to reviewing a Bali villa contractor quotation.

During construction: check progress before approving payment

A progress report tells you what the contractor is claiming. An independent review checks the evidence supporting that claim.

Genevera’s Progress & Payment Review includes a site visit to assess completed work against the submitted progress claim, sometimes called an opname. The review considers measured progress, supporting documents and the payment terms relevant to the project.

The value of completed work and the amount currently payable are different figures. Previous certified amounts, actual payments, advance recovery, retention, approved variations and eligible materials may affect the payment calculation. These need to be reconciled consistently to avoid double counting.

The owner receives findings and a recommended payment position, including items that need clarification. This supports the owner’s approval process within the agreed project arrangements.

Site observations also have limits: concealed work may need records or additional checks. A progress valuation does not by itself establish that every hidden component meets its specification. Our construction progress payment guide explains the payment review in more detail.

If construction has stopped: establish the value and cost to complete

A stalled villa needs an assessment of what exists today. A statement such as “the project is 70% finished” does not explain the value of the work, the payments already made or the remaining expenditure.

Genevera’s Stalled Project Assessment combines a site visit with a review of the available project records. It addresses three questions:

  1. What is the assessed value of the actual completed work?
  2. How do payments made compare with that value, after accounting for relevant advances and other supported items?
  3. What additional budget should the owner allow to complete the remaining scope, including identifiable rectification work?

The cost to complete may differ from the unpaid balance of the original quotation. Remaining work, repairs, replacement procurement and restarting the site can change the budget.

The findings help the owner understand any apparent overpayment exposure and plan the next decision. They do not guarantee recovery of money or a replacement contractor’s final price.

Is a cost per square metre enough?

A cost-per-m² estimate is useful for an early budget discussion. It helps an owner understand the approximate scale of the building investment before all details are available.

It cannot settle whether every item in a quotation is reasonable. For that, the actual scope, quantities and specifications matter. Even the area used in the calculation needs a clear definition: land area and total building floor area are different measures.

What should you receive from a cost review?

A useful report connects the numbers to actions. Depending on the service, Genevera provides a detailed Excel review and a PDF summary covering the relevant estimate, progress valuation or completion budget, together with findings and items requiring clarification.

Each service includes an online meeting to discuss the findings. Discussion with the contractor can also be arranged within the agreed scope.

Before appointing an adviser, confirm which documents and quotations are included, whether site visits are required, and what decisions the report will support. Cost advisory, day-to-day site supervision, design verification and legal advice have different responsibilities; the appointment should make those boundaries clear.

What information do you need to get started?

Start with your project location, current stage and the question you need answered. Supporting documents can follow if they are not yet ready.

For a quotation review, useful documents include the contractor’s quotation or BOQ, drawings and material specifications. For a progress or stalled-project review, add the contract, progress claims, payment records and available variation records. Site access is needed for Genevera’s progress and stalled-project services.

The initial enquiry does not require a perfect document package. It helps establish which service fits and what information is needed for a meaningful review.

Frequently asked questions

How much does a quantity surveyor in Bali cost?

There is no single fee stated here for every project. Genevera prepares a quotation based on the requested service, available documents, scope and site requirements. The scope and fee are agreed before invoicing and starting the detailed review.

Can I request a review while I am overseas?

Yes. A quotation review can be conducted from documents, with findings discussed online. Progress and stalled-project assessments still require a site visit and access arrangements. If you manage the project remotely, see our guide to building a villa in Bali from Australia.

Does an independent review guarantee a lower price?

No. A review may identify adjustments or value engineering options, but it can also confirm that pricing is reasonable or reveal missing work that increases the realistic budget. The objective is a better-supported decision.

Can Genevera speak with my contractor?

Yes. Discussion with the contractor can be arranged within the agreed scope to clarify findings, quantities, rates or potential alternatives.

Can I request help with only one project stage?

Yes. Quotation review, progress payment review and stalled-project assessment address different situations. The proposal will identify the service and extent of review appropriate to your request.
